First of all, if you have auto insurance on your car it would be primary no matter if the driver operating your car had insurance or not. If he driver did have their own insurance policy then their liability would be used as secondary or excess insurance for injuries or damages he or she caused.
Now if you are permitting someone to drive your car that is uninsured in Reno NV, and they cause an accident, then both the car owner and the driver who caused the accident can be held liable for the damages normally.
If you permit someone to drive your car and you do have auto insurance on it, make sure you read over your car insurance policy and check with your auto insurance agent to be sure the driver would be covered by your insurance policy if he or she were to be in a crash.
